Fractional Bid Desk Package — R. Steeves Consulting Inc.
Fractional Bid Desk — Available Now

Two Roles. One Retainer.
Configured to your pipeline.

A dedicated Proposal FTE and Deal Desk Manager cost $26,000+ a month fully loaded. You probably can't justify hiring both — but you can pick the functions of each that solve your most urgent gap. Built for GovTech, HealthTech, and Public Safety SaaS.

Step 1 — Bid Capacity

Pick Your Bid Desk Tier

Start with how many bids you have running at once. I own the pipeline end-to-end — intake through submission — so your Sales, Legal, and Technical teams stay focused on what they do best.

2, 3, or 4 concurrent active slots
RFPs, DDQs, security questionnaires owned end-to-end
Go/No-Go strategy and bid intelligence built in
Step 2 — Deal Desk Coverage

Add the Functions That Fit

Pick the Deal Desk capabilities that solve your most urgent gap — and skip the ones you don't need. Build the coverage your pipeline actually requires, and adjust as the gap changes.

DDQ Management — stop dropping deals on questionnaires
Contract Triage — cut your legal review hours in half
Post-Submission, Sourcing, Content Refresh, and more
Retainer Pricing

Two Roles. One Retainer.
Less Than One Full-Time Hire.

Most scaling GovTech, HealthTech, and Public Safety SaaS teams need a Proposal Director and a Deal Desk Manager. You're looking at both — on one retainer, for less than the cost of a single full-time hire. Pick your bid capacity, then pick the Deal Desk functions your team actually needs.

The "No-Stress" Workflow

A predictable operating rhythm — Day 1 to month 12 — so your bid pipeline runs without your team running it.

Step 1

Zero Ramp. Day-One Ready.

We align on your pipeline, tools, and approval paths so I can plug in cleanly as your Bid Desk lead — no lengthy onboarding, no hand-holding required.

Step 2

Your Team Sells. I Handle the RFP.

I take ownership of active RFPs, security questionnaires, and redlines — managing the moving parts so your AEs stay in front of prospects, not buried in procurement.

Step 3

Every Deal Makes the Next One Faster.

As we work, I structure your response library and eliminate friction in your process — so each RFP we close compounds into a faster, more defensible capability for the next one.

Step 4

Ongoing Rhythm.

We establish a steady operating cadence — check-ins as needed, embedded where it matters, and minimal disruption to how your sales team actually works.

How Engagements Work

Concurrent Active Slots

Every procurement request is different. Here's how capacity is structured to keep delivery predictable and quality consistent.

Engagements are structured around concurrent active slots — not hours, not calendar months. A slot opens at kickoff and closes at final submission, regardless of where that falls in the calendar.

A concurrent active slot represents a single RFP, DDQ, or security questionnaire that is actively in-flight — from intake through final submission. Your tier defines how many can be running at the same time. Slot usage is confirmed at intake, before any work begins.

1
1 Concurrent Slot

A standard RFP or questionnaire — single submission, defined requirements, and a clear scope. Opens at kickoff confirmation and closes at final delivery.

2
2 Concurrent Slots

A larger or more complex procurement — over 300 requirements, multiple supporting documents, or extended multi-stakeholder review cycles. Designated at intake with written notice.

📋

No surprises, ever. Slot usage is confirmed in writing at intake — before work begins. Your team always knows exactly how many slots a bid will consume before a single hour is spent on it.

Not sure where you fit?

Book a free 30-minute call. We'll map your current bid operation, identify exactly where the gaps are, and I'll tell you honestly which tier — if any — makes sense for where you are right now.

* A concurrent active slot occupies capacity from kickoff confirmation through final submission, regardless of calendar month. Complex bids exceeding 300 requirements or 5 supporting documents may consume 2 concurrent slots — confirmed in writing at intake. Ad-hoc overage rates are set in your SOW by tier. All prices in USD. Month-to-month contracts carry no commitment. 6-month commitments save 10% on the base retainer. 12-month commitments save 20% on the base retainer. Add-on discounts: Growth 10% at 6-month, 18% at annual. Enterprise 15% at 6-month, 25% at annual. Maintenance is execution-only — Deal Desk add-ons require Growth or Enterprise. Add-on volume terms confirmed in your SOW. Contract & Commercial Triage is a commercial review service, not legal advice. Annual Competitive Positioning Brief included free on any annual commitment.
