Fractional Bid Desk — R. Steeves Consulting Inc.
Fractional Bid Desk for GovTech, HealthTech & Public Safety

Your best people are writing RFPs at 11pm.
And the bid still loses.

I run your bid desk end-to-end: RFPs, security questionnaires, and deal-desk commercials. Your AEs stay in front of buyers, and your win rate stops leaking to bandwidth. Director-level ownership on a fractional basis, built for SaaS & HealthTech in compliance-heavy markets.

What I own

The whole bid, end to end

From intake and go/no-go through SME coordination, compliance posture, and final production, so Sales, Legal, and Technical stay focused on what they do best.

RFPs, DDQs, and security questionnaires owned for you
Go/No-Go qualification before your team spends an hour
A documented win strategy on every bid, not just a response
Why it matters

One won bid pays for the year

In your market, a single municipal or enterprise contract dwarfs the engagement many times over. The job is not to be cheap. It is to win the bids you are currently too stretched to win well.

Protect your best AEs' selling time
Stop dropping deals on compliance and questionnaires

Not ready for a retainer?
Try me on one bid.

The lowest-risk way to see the work, and walk away with reusable tooling you keep even if you never sign a retainer. One live bid, fixed fee.

⚡ RFP Rescue
One bid. Done right. And you keep the tooling.

You have a high-stakes RFP and not enough hands. I take full ownership of it (strategy, drafting, compliance, and production) and hand you a submission-ready bid. Then you keep the assets, whether or not we ever work together again.

I take the bid off your plate
  • Full ownership of one live RFP or proposal, end to end
  • Win strategy, compliance matrix, and final production handled
Yours to keep, even if you say no to a retainer
  • A reusable answer library seeded from your bid, so your next response starts at 60%, not from scratch
  • A competitive win-themes brief for the opportunity, positioning your team can reuse on the next one
  • A Go/No-Go scorecard for your next three bids, so you stop burning hours on the unwinnable ones

Most clients start here, then move to a retainer once they have seen the work. It is the easiest first step, and the fastest.

Ongoing Partnership

Pick the scope your pipeline needs.

Three levels of coverage, by how many bids you run at once and how deep you need me embedded. Engagements start at $6,000/mo month-to-month, and commit to a term to bring that down. Your exact scope and investment are set on a 30-minute scoping call, because the right number depends on your volume and where the gaps are.

Deal Desk Layer

Functions I can layer in

Your plan already includes one to three of these by tier. Add more if a gap demands it. Which you need is scoped on our call, not guessed from a menu.

RFP Opportunity Sourcing
Winnable bids surfaced from the portals you do not have time to monitor, with a go/no-go recommendation on every one that fits your ICP.
DDQ Management
Your pipeline of vendor questionnaires handled end to end: pre-populated, gaps flagged, submitted on time, so deals stop stalling on security reviews.
Contract & Commercial Triage
A commercial review memo before your lawyer opens the doc. Non-standard terms, pricing and data risks flagged, so legal spend stops ballooning on pattern recognition.
Post-Submission Support
Capacity for the stage where deals are actually won: orals, BAFO rounds, clarifications, and follow-up questionnaires.
Quarterly Content Refresh
Your response library audited every 90 days: stale answers replaced, new win themes loaded, compliance language updated, so no one copy-pastes their way to a loss.
Competitive Positioning Brief
Win-loss analysis with concrete positioning moves: what competitors price, where their messaging wins, and what to change before the next cycle.

Included by tier: 1 with Maintenance, 2 with Growth, 3 with Enterprise. Pick the ones that fit your gaps and add more anytime. Matched to your situation during scoping.

The "No-Stress" Workflow

A predictable operating rhythm, Day 1 to month 12, so your bid pipeline runs without your team running it.

Step 1

Zero Ramp. Day-One Ready.

We align on your pipeline, tools, and approval paths so I plug in cleanly as your bid desk lead. No lengthy onboarding, no hand-holding.

Step 2

Your Team Sells. I Handle the RFP.

I take ownership of active RFPs, security questionnaires, and redlines, managing the moving parts so your AEs stay in front of prospects, not buried in procurement.

Step 3

Every Deal Makes the Next One Faster.

As we work, I structure your response library and remove friction from your process, so each RFP we close compounds into a faster, more defensible capability for the next one.

Step 4

Ongoing Rhythm.

We establish a steady operating cadence: check-ins as needed, embedded where it matters, minimal disruption to how your sales team actually works.

How Engagements Work

Concurrent Active Slots

Every procurement request is different. Here is how capacity is structured to keep delivery predictable and quality consistent.

Engagements are structured around concurrent active slots, not hours and not calendar months. A slot opens at kickoff and closes at final submission, regardless of where that falls in the calendar.

A concurrent active slot represents a single RFP, DDQ, or security questionnaire that is actively in-flight, from intake through final submission. Your tier defines how many can run at the same time. Slot usage is confirmed at intake, before any work begins.

1
1 Concurrent Slot

A standard RFP or questionnaire: single submission, defined requirements, clear scope. Opens at kickoff confirmation and closes at final delivery.

2
2 Concurrent Slots

A larger or more complex procurement: 300+ requirements, multiple supporting documents, or extended multi-stakeholder review. Designated at intake with written notice.

📋

No surprises, ever. Slot usage is confirmed in writing at intake, before work begins. Your team always knows exactly how many slots a bid will consume before a single hour is spent on it.

Not sure where you fit?

Book a free 30-minute scoping call. We will map your bid operation, find exactly where it is leaking, and I will tell you honestly which tier (if any) makes sense for where you are right now, with a precise number to match.

A concurrent active slot occupies capacity from kickoff confirmation through final submission, regardless of calendar month. Complex bids exceeding 300 requirements or 5 supporting documents may consume 2 slots, confirmed in writing at intake. RFP Rescue is $5,000 per bid; a 20% rush fee applies to expedited turnarounds. Each retainer tier includes Deal Desk functions (1 Maintenance, 2 Growth, 3 Enterprise); retainers start at $6,000/mo month-to-month. Term-commitment discounts (10% for 3 months, 18% for 6 months, 25% for 12 months) apply to the monthly retainer rate and are subject to early-exit fees that recoup the discount; final scope and commitment terms are set in your SOW. Contract & Commercial Triage is a commercial review service, not legal advice. All prices in USD. R.
